This may sound dumb but I have done it once before. Is your temp dial on cold and not hot? The water dripping out of the evaporator leads me to believe that it is working.

check the gas (R134) hoses under the hood. one is hot, one is very cold. if its cold then the compressor is working right and the problem is possibly the blend door inside the cab mixing hot air with the cold air. if one of the hoses is not real cold, then i would guess you just need a can of gas (R134) added to the system. THe clutch will run if the low side pressure is 25 psi or more. THe high side could be only 140 psi. If you add a can the low side will go to 30 psi and the high side would go up to 180, then it will cool.

You might have the dreaded black death... The inline filter gets plugged, and the system will need a complete vacuum, and recharge.

Or the door that closes the air from passing threw the heater core, may be hung up. This will happen after a long period of time, (age) or resulting from a bad heater core, and antifreeze contamination. Heater core replaced but a little residue left.

Hmmm, compressor engages and water is dripping from the evaporator drain. Yep, it's Black Death.
The compressor staying engaged and dripping water indicated the refrigerant loop is working. DO NOT add refrigerant without checking the system pressures first.
This "smells" like a blend door issue and adding refrigerant will cause problems if it's already properly charged.
