Yep, the old bubling paint. The paint warranty is 12 months or 12,000miles for defects, and 5/60 for rust that has eaten through the metal. You probrably fall in between like 99% of people with this problem. Can you post some pictures of the problem? I would still talk to your dealer. If they are nice they may fix it.
The bubbling is an adhesion issue and covered by warranty. The adhesion failure is linked to the color being applied before the primer has adequately cured (common mfg issue with laytex paints)

I went to the dealer this morning. They said it would be covered under the warranty. The body shop is closed on saturday so my wife has to bring it back Monday to have it photographed and schedule the repair. I want to know how they plan on fixing it. Are they going to just try and repair the two small spots or are the going to strip both panels to reseal, reprime and repaint them correctly?

good luck with them trying to do anything correctly our dealer tried to fix our flaking paint with that touch up crap you get out of a fingernail polish bottle man was I pissed when I saw that they eventually saw the light and repainted the door but I still don't thing they did a very good job

The Ford TSB requires the entire panel to be sanded down to bare metal and repainted. They should do what use to be called a tape test, where an adhesion test is conducted on several spots on the vehicle, this will be the actual determining factor of what gets painted. in my case, there were spots on the front end and roof, so Ford paid to have the cab and front end repainted.
I spoke to the paint shop mgr myself and asked the following questions (now bear in mind that mine was a 1990, bright regatta blue that was 5 years old and sat out in the sun)...
1. I would prefer laytex paint is not used on my truck. I would be willing to pay for the extra cost for urethane. Answer- We are going to paint it with urathane because we don't want it back with any problems.
2. While I'm sure you guys are good at color matching, i do not want this truck coming out like a Zebra- I would be willing to pay for the cost of materials to paint the bed as well- if you guys would cover the labor (since it would be cheaper than color sanding the paint). Answer- We already thought about that and have enough $ in the budget to paint the entire truck.

I wonder what this is covered under. Must be the 3 year 36 thousand warrentee. I have the same problem with my 2007 expedition. I bought it pre-own certified....50,000 miles, took it home and noticed it. I brought it up to the dealer and they said it wasn't covered. I wasn't very happy because with the certified vehicle I did not check things over that closely because I thought it would be covered. I guess we live and learn. I have not had it repaired yet...mine is on the tail gate. Wondering how long I should wait. Will waiting cause any additional issue? The quote from the Ford body shop was for 550.00. Does this sound reasonable? Mine was white also...seems that alot of the white ones have this issue. Good luck.
