ABS problem, and power surge...

Hey guys, I'm posting this question for a friend. Some background: '97 F150 XLT, 4.6l Triton, regular automatic transmission. It's got something in the neighborhood of about 77,000 miles on it. He uses it to haul trailer loads of lawn mowers all the time. From what he tells me, when you've got your foot on the brake and you're at a complete stop, that the truck will surge and creep forward. He says it's like he's putting his foot gently on the gas. The second problem is the ABS light stays on (ABS on rear only) and the brakes lock up for 3-4 seconds at a time when braking in rain hard enough to engage the ABS. He wasn't hauling the trailer when these problems occured. He's almost spun this thing twice already.

So what do you guys think, could it be time for a brake job, and is there a sensor that is out, or is on it's way out?
