Crankcase vent. Check you PCV valve to make sure it's working correctly. Otherwise you have a significant amount of blowby.

Is your pvc in the cap or pushed into a grommet on the valve cover? The pcv is supposed to prevent oil from getting through. You got any drain down issues?

Seen a lot of them back in the day. What a mess. Good luck.

Excess blowby is generally a sign of worn out rings. In extreme cases it can actually pressurize the crankcase to the point that oil will find the easiest way out of the system, usually through the dipstick.

The liquid oil you're seeing in your air filter housing is vaporized oil that has made its way up through the vent and condensed in your air cleaner. The PCV system is supposed to utilize the vent to pull fresh air into the crankcase as it pulls the blowby gases, which are very volatile, out and into the intake to reburn them. Obviously when the engine is shut off the "positive" portion of the PCV system quits functioning but the "venting" portion doesn't so hot oil fumes drift up through the vent into the air cleaner and condense in the cooler atmosphere.

If your PCV system is being overwhelmed by the amount of blowby then you may simply have a worn out engine. Other causes could be an engine which is running too rich and pumping unburned fuel into the crankcase which thins the oil and makes it easier to vaporize as well as cheap aftermarket rocker covers which aren't baffled.

how do u check to see if the pvc system works. i mite have to pull the motor anyway, when i listen the exhaust on the driver side it sounds nice, but on the pass side it pops. it sounds like a burnt or chiped vealve. so im going to do a compressin test and if theres a differns im going the pull off the head and if its chiped the motor is necked. if i have to pull the motor and rering it would it be worth puting flattop pistons in at the time and what is the cost

You need a service manual. Simple diagnostic tests are listed in them with directions. If you don't want to use a service manual any competent mechanic can perform diagnostic tests on your engine.
