'06 6.0 Starts hard/falls on face

2006 Super Duty, 6.0, 200k, 4x4.

Suddenly and randomly it is starting hard. Cranks longer than usual then pops off. Acts like it's 10 degrees out and has no glow plugs, even though its 85 and the glow plugs work. It has only done it a few times but doesn't seem to crank as hard after it has warmed up. Also, when going down the road, it falls flat on its face. Acts like it has no throttle response. it doesn't die but acts like it could. Seems to clear up after a few minutes. I have had injectors missing in the past and it doesn't "feel" like that. Injector missing made it sputter for a few seconds then bounced out of it rather quickly.

From a quick online review looks like it might be HPOP issue. Any thoughts? If it is HPOP, is ok to drive to the shop or should it not be driven?

It had EGR deleted long ago. Head gaskets, studded, oil cooler, etc about 10k ago.
