It appears he's from Phillipsburg, on the North Jersey side of the Delaware River, east of Easton, PA.

 

The don't have the dummy plugs I believe, however they do have stand pipes which are 03-early 04 specific, I would do an air check and make sure you don't have a leak. If you don't more than likely its the HPOP. 03's and early 04's were known for them. But check the simple stuff first. Unplug the ICP and see if it will run. Not the easiest thing to do on an 03, but that's where id start. If you can see the connector see if its full of oil, if so there is a Connector kit available to repair that along with a new sensor.
