was told by a mechanic to replace the eec relay before reading the thread again. I did this and there's still no start and now my fuel pump doesn't stop priming I think my fuse links are ok. Going to check all of my ground wires to see if it might be that
Check the relay mount very closely. Pull it loose and look at the bottom where the wires attach. Look for signs of green corrosion creating a circuit path for voltage to always flow.
flipped the distributor rotor and the engine actually started because I was way to stubborn to do that before... Anyways I cut it off and tried to start it again and I was back to square one? Is the timing chain just that loose?
I found TDC for the #1 cylinder and tried to start it u again and it cranks fine(as usual) but it still won start, sounds like a lot of backfiring or misfiring.

I took out the spark plug on the number one cylinder and put a stick in there. Hand turned the engine until the stick went up all of the way and I assumed that it was top dead center.

You found TDC for #1 cylinder but did you verify the rotor was pointing at the #1 plug wire?

Yeah i Did verify that the rotor was pointing at the #1 plug wire when I did this and I expected it to start and Its just not happening. I've also slowly turned the distributor while cranking the motor. Also the spout IS disconnected.
the SPOUT hasn't been in there at all since adjusting the distributor to TDC. wouldn't that keep the computer from knowing when to tell the injectors to push fuel into the cylinders at the right time? Reckon I'll put the SPOUT in after resetting the computer.

No it will run with the spout out.
If you are saying the fuel pump(s) run all the time the key is on then more than likely you have a bad computer.
I am also guessing that the injectors are not firing at all.
