I'm fairly certain the early '03 have/had a ring that was tacked in. And if you really wanted to it can be removed. But like already posted...you don't need to waste your time messing with it. If you want your turbo to scream...kill the cat or straight pipe the exhaust. Dropping either the cat or muffler will give you that big truck turbo scream...delete both and it will makes all kinds of noise. Be fore warned, you won't get that V8 rumble because of the vanes on the turbocharger; it will sound like a small jet engine at idle.
Disclaimer...removing the cat & muffler is illegal. (that should keep the lawyers off my tailgate)
Regulator if your cat is already off and you don't have an insane whistle form your 03 then maybe something wrong with turbo , I don't know about yours but mine sounds bad **** , ride by people and they turn there heads .

I mean I hear it. It's just not as loud as I thought it would be
Ditch your muffler. Itll be the only thing youll hear unless you get into it. Ive driven a few straight piped 6.0L trucks and they are all super loud. The best sounding truck ive driven was a '04 6.0 with a magnaflow 4" system with a muffler. Kinda agree with wulfman.
