The low compression could be the result of the engine sitting for a long time or could be parts really worn out and in bad shape. With compression that low I'd squirt some oil down each spark plug hole, spin the engine over a couple times, and check the compression again. If the compression comes up a bit you can probably get the engine to run. Starting an engine with low compression can be hard. It really helps to pull the vehicle and spin the engine by shifting into high gear and easing out on the clutch. If the engine starts, pour a healthy dose of automatic transmission fluid down the carburetor to help lubricate the valves and free up any stuck rings. Make sure the truck is outside or at least the tail pipe is pointing out the door when you do this.
