Front End Pulsates

I have an 88 F-150 that the front end pulsates when coming to a stop at a stop light. The brake pads are in good shape as well as the tie rod ends (new). At higher speeds it does not pulsate and there is no play in the steering wheel. I checked the rotors with a dial indicator and there is no more than .002 runout. If anyone out there has any ideas where to go next I would appreciate it.

Sounds like rotors to me...

How are your shocks and steering dampner? Tires balanced?
